This site found no published report of flooding naming Morton Ranch itself. Morton Road did appear in reports on the April 18, 2016 flood, when water crossed the road within the City of Katy; that does not describe this subdivision.
Without a history to lean on, the useful questions are the lot-level ones: where the roof water goes, how the backyard falls, and whether anything has been built across the swale.
The Pond, the Street and the Yard
A neighborhood pond or detention area is common-area infrastructure, maintained by the association or the district that owns it. Problems at the curb inlets or storm sewers go to the entity that maintains them; for unincorporated Harris County, the Flood Control District points residents to the County Commissioner’s office or the local district.
Inside your fence, the order to check is the usual one: downspouts first, then the fall away from the slab, then the low corner.
